Abstract

In the year 2100, 5-6% of the surface of Cuba will be submerged by the elevation of the sea due to climate change, affecting some 6,000 km2 of coastline. This will force the rational use of the emerged territory. To solve the problems of this situation, the Cuban Government created the State Plan to Confront Climate Change - Life Task, which includes the territorial dimension to solve it with the implementation of actions for changes in land use, developing conceptions construction of infrastructures, the efficient adaptation of agricultural activity for food security, increase in water productivity, tourism development, reforestation and others that should lead to the integration of Geology and Mining with the Task of Life. Open pit mining is one of the activities that most impacts the environment. After having analyzed more than 300 abandoned quarries in the provinces of Havana, Artemisa and Mayabeque, rehabilitation solutions and new uses were proposed that revert to economic and environmental benefits for the country, such as: location of agricultural, industrial and urban; recreation areas; regulation of micro mining activity; recycling of rubble for building materials; new technologies for the deposit and treatment of urban solid waste; physical-chemical treatment of water that emerges in the quarries to use them; reforestation, revegetation; all based on sustainable local development, which is in correspondence with the Life Task for the achievement of its purposes.

Author Biography

Nyls Gustavo Ponce Seoane, Institute of Geology and Paleontology Geological Survey of Cuba. La Habana.Cuba.

Geological engineer, specialized in Mineralogy and graduated from the University of Leningrad, where in 1967 he concluded with the degree of Master of Science. He carried out survey and prospecting works, exploration of construction materials, hydrogeology and geological engineering in the Havana Aqueduct, and taught Mineralogy at the University Branch "Matahambre Mines". He worked as a researcher at the Central Office of the General Directorate of Geology and Geophysics (DGGG), which later became the Center for Geological Research (CIG) and at the Institute of Geology and Paleontology of Cuba, where he currently works. In the early 90's he dedicated himself to the study of mineral raw materials to substitute imports and in 1994 he was one of the founders of the specialty and of the IGP Group dedicated to environmental geology. He has been head of numerous research projects related to laterites, bauxites and the environment; he taught undergraduate and graduate classes at the University of Pinar del Rio, he was assistant adjunct professor at CUJAE; he has written numerous research reports and scientific-technical articles; he has participated in several national and international events, congresses and conventions; he has done collaborative work in the former USSR, Hungary, Spain, Mexico and Brazil. He was secretary of the Scientific-Technical Council of the IGP. He is a founding member of the Cuban Society of Geology and emeritus member of the same, for 20 consecutive years he held different positions in its National Executive. He has received distinctions for the 20th and 35th anniversaries of the Society and was awarded the "Jorge Broderman Vignier" and "Jesús Francisco de Albear y Fránquiz" prizes. He is a member of the National Union of Architects and Construction Engineers of Cuba (UNAICC) and was President of the 46th base section of the Geosciences Society of the same for 15 years. He was awarded the UNAICC Expert Diploma and the Life and Work Award of the provincial UNAICC. In 2010 he was awarded the "Carlos J. Finlay" Order and Medal by the Council of State of the Republic of Cuba in recognition of his research work, especially for the mineralogical studies he carried out for the nickel industry (deposits, tailings, rejection, others). Currently retired, he remains active as head of department of the Geological Service of Cuba.
